Should Slow Left-Lane Drivers Be Ticketed?
A proposed state law would prohibit drivers from driving in the left-hand lane of the highway except when passing. Tell us what you think of the proposal.
Drivers later this year may be using the left-hand lanes of Georgia’s highways a little bit less if lawmakers greenlight a bill currently in front of state representatives.
House Bill 459 would amend state code by making it a violation to drive in a controlled-access highway’s left-hand lane except when overtaking and passing another vehicle. Driving in the left-hand lane would be OK when no other vehicles are directly behind a vehicle in question.
Other cases where left-lane driving would be acceptable would be when traffic and congestion make it impractical to drive in the right lane, when the right lane is obstructed or blocked, or when weather conditions make left-lane driving necessary. The law also would not apply when drivers are using left-lane exits, toll plazas or lanes such as those requiring Peach Pass.
Law enforcement vehicles, ambulances and other emergency vehicles, as well as those involved in highway maintenance or construction, would be exempt from the law.
If the bill meets the approval of the General Assembly and Gov. Nathan Deal, it would take effect July 1.

Of course. Some states limited the distance allowed in the left lane. Slow drivers in the left lane are a hazard.

David, people exceeding the speed limit are not a hazard. It is those who go above or below the speed others are traveling at that causes a safety hazard. That is a fact no matter what you believe about the law.
Drivers going slower or faster than the crowd are hazardous, regardless of the posted speed limit.

I completely agree with David, Atlanta metro has some of the worst speeders in the country, they are a hazard! I drive on 400 everyday and see speeders cutting people off and weaving in between lanes often causing accidents. I wish we would increase our fines for speeders, they place everyone's safety in jeopardy.

Agreed. Why should law abiding citizens be chastised for driving the speed limit? Why should they have to be constantly changing lanes to drive legally just so they make it possible for law breakers (speeders) to prevail?

Yes please! Since so many drivers don't realize this is a passing lane this law would be great! To many just get in that lane an are oblivious to all the drivers that have to pass on their right.Many states have laws to ticket if you are holding up three or more cars.
As it is now many get in the left lane in Michigan and stay there till they get to Fl.!

As long as you are driving the maximum speed limit, you should have the right to stay in the left lane. You can't be impeding the flow of traffic because you are already driving as fast as you are legally suppose to. Hey I have an idea. Why don't speeders just try obeying a law for a change? I can't believe we have now gone to condoning more law breaking!

Many years ago, my then boyfriend was pulled over for going too SLOW in the fast lane. The only reason why: he spotted a state trooper as he was passing in the left lane to get around slower traffic. He slowed down once he spotted the trooper and kept his speed down for about a mile. The trooper pulled him over for going TOO SLOW! He did not get a ticket but a warning. Now this was several years ago. I think they should just enforce the current laws. And maybe tack onto this bill for more enforcement of tailgaters: There is no reason for folks to be less than a car length riding behind other cars!

I have received 3 tickets for the same thing. None can stick because they can't legally tell you to speed. Keep driving the speed limit. I think they should worry mor about hte people speeding than the people obeying the law. Just saying

YES!!!!! Finally a bill I can get behind...
This is one of the biggest frustrations of driving, and no doubt a leading cause of road rage. It is simple driver awareness, and obviously someone who camps in the left lane and is oblivious to their surroundings should pay a price..... Most states already post a sign that reads "keep right except to pass".
In fact, this should be adopted nation-wide, along with tailgating and texting while the vehicle is in motion and other "common sense" failures - shame common driver courtesy needs a law to police it because people are too dumb to use common sense.

You make it sound like because someone is driving the speed limit and you want to speed, that you HAVE to pass. Try driving the speed limit as well. You do not HAVE to pass to break the law, but we have to obey a law to allow you to break the law. Absurd!

Another law? More like a revenue enhancer-what about less laws along with smaller government? How would this be enforced, and whats the purpose-this takes one lane out of commission most of the time-when there is traffic-it's unenforceable, when there is no traffic-it's unnecessary-bad idea!

The whole purpose of the law is that even law enforcement and government officials can't contain themselves and feel it is necessary to speed. This is just a way to get the law abiding citizens out of the way so they can speed.

This is just another bad law in the making. There's way too much traffic in Atlanta/Georgia to have this bill passed. Sounds to me like a tactic to acquire more revenue for the state. Everyone's goal when driving on the expressway is to pass the vehicle in front of them if they think that particular car is moving to slow, which, gets you a speeding ticket for going over the speed limit (if there's a trooper around). If they need more money the key word is BUDGET. What they need to do is cut back on Federal spending and congress/council member’s payroll and raising taxes. Then there would be no need for such outlandish bills/laws to create money for their pockets. Common everyday people do not have the wealth for this mess. My vote ---NO!!!!!

The bill doesn't target Atlanta. It is a State bill!
And the bill isn't incouraging speeding,it would get those out of the way that are going below the speed limit and tying up traffic.
It is a shame that we have to legistate common sense!

Long overdue. Traffic would flow better and much more safely if left lane "campers" learned they need to get over and let others by. Most drivers around here seem clueless about this. Put up signs saying "Keep left except to pass," and enforce it.

Sad they have to legislate something that is common sense.
However, they shouldn't punish someone if they are going EXACTLY the speed limit under any conditions. For they shouldn't technically be holding anyone up (otherwise they should raise the speed limit).

Brian, doing the speed limit is one thing - going with the flow of traffic is completely different.
By your example, 3 cars on the highway doing exactly the speed limit side by side is ok - they are following the posted speed limit...By the logic implied by your technicality,this shouldn't hold up anyone.
But what is the reality - when this happens, it impedes the flow of traffic!
Raising the speed limit doesn't solve this, because by that same logic, you would have the exact same situation, just 5 or 10 mph faster.
Unfortunately, the biggest offenders of this happen to be out of police sight, when I am driving across states on a 2 lane highway, and someone is doing 55mph in the left lane, doesn't realize someone is approaching from behind, and forces you to pass on the right, which I seem to remember being against most state laws. But it is also illegal to camp in the left lane as well (ie. Keep Right Except To Pass)
In fact, in Europe, passing on the right gets you an automatic license suspension for 1 year.. In the US it is almost required due to all the people sitting in the left lane, with no one around them, failing to recognize the usual signals to move over - ie. faster car coming up, flashing high beams, guy shaking his fist or pointing over to the right..

We already have an unforced law that forbids side by side driving. Only Monday We were behind a left laner holding up traffic. When we finally got besides her in the right lane we see she is texting - that was from Concord Rd to Ridge Rd. on Atlanta Street. I say slow down or speed up and move over rover!

To the morons who think this is a bad idea-
Have you ever been to Germany? Driven on the Autobahn? Traffic moves smoothly there, because the drivers in that country have a little thing called Lane discipline. Having to pass on the right is extremely dangerous because that is the direction from which traffic merges. You should only be moving right when exiting, and you should only be far left when passing. It is simple courtesy, if someone is behind you and in a hurry, get your ass out of the way? What if that person behind you is rushing to the hospital? Are you such a careless and oblivious piece of cral that you won't follow simple rules of the road and get out of their way? Hell, I think left Kane camping should result in an automatic license suspension, just like it does in Germany. It's about safety, driver awareness, and being courteous to others on the road.
Now I will undoubtedly encounter 25 left lane lurkers on my way to work this morning. My middle finger will at least get a workout.

How about just giving tickets to the people on I-285 who are going 20 miles over the speed limit? I stay in the right lanes because those people are scary. This is a stupid conversation because if you are going the speed limit, or even five miles over it, you are legal, whichever lane you are in. If we leave the left lanes just for the speeders, aren't we creating a bigger problem? A slower driver may save you a ticket by slowing you down. It happened to me a few months ago. I was, I admit, going over the speed limit on South Cobb Drive. The two cars in both lanes were actually going the speed limit, but I really needed to get somewhere. I couldn't easily get around them. Good thing, since there was a police car parked on the side of the road with his radar gun pointed at cars a little further up.

It isn't up to you, or anyone but the authorities to police other drivers speeds. It may come as a shock, but many people are capable of driving fast and doing so safely. In fact, I would argue that those drivers are more attentive than those putting along below the speed limit. Your only responsibility is to yield the left lane to others who are driving faster. That's it! By doing so, you are easing traffic congestion. Ever wonder why we see such big backups? It's typically because you have someone in the left lane who refuses to move, which causes a long line of traffic behind them that has nowhere to go. If you would simply pass and then move back right, other people could get around you. This is an elementary school concept.

Don't like it, because "when traffic and congestion make it impractical to drive in the right lane" is too vague. What is "impractical"? Just because the road is at a standstill, it can be argued it is very "practical" to drive in the right lane because hundreds of cars are doing it at the time. This really is just poorly written. Much simpler and very close to this bill's real meaning is a "mandatory move-over" law simply making it a violation to block vehicles wishing to pass in the left lane, when (and only when) traffic in the other lanes is not congested to the point of moving below 50% of the posted speed limit. However, this really sounds like a bill to encourage speeders who can then be ticketed for revenue, keeping the left lane clear for them to blow by folks moving "with traffic" at whatever speed.

I think that people driving the speed limit are setting a good example. If everyone drove the speed limit our roads would be much safer. Accidents are caused by people breaking the law not abiding by it.

When I lived in Los Angeles, rush hour was bad because there were just too many cars. In Georgia, rush hours is bad because bone head drivers drive under the speed limit in the fast lane and impede the traffic flow. For those who can actually read, there are already signs up and down the interstate that say "Slower Traffic Move To The Right". At 5:30 am every morning, I see countless cars in the fast lane doing 50 MPH with no one in front of them for a mile. Why can't they realize that they are"slower traffic" and "MOVE TO THE RIGHT"??

40-6-184. Impeding traffic flow; minimum speed in left-hand lanes
(a) (1) No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation.
(2) On roads, streets, or highways with two or more lanes allowing for movement in the same direction, no person shall continue to operate a motor vehicle in the most left-hand lane at less than the maximum lawful speed limit once such person knows or should reasonably know that he is being overtaken in such lane from the rear by a motor vehicle traveling at a higher rate of speed, except when such motor vehicle is preparing for a left turn.

I have read all these comments and apparently most of you are too young to remember 2 lane highwys. You didn't have a choice but to stay right. All these comments about speeders sounds like left hand drivers are trying to control the road by limiting how fast people drive. That is not for you to decide!! Mind your own business not my speedometer! Speeders will pass you and you can go on with your oblivious life!! So quit being a left hand lane police and just get over!!! Its bad road manners no matter what you think!!
