The State Board of Education, at their Feb. 20, meeting approved Marietta City Schools (MCS) renewal as a Georgia Charter System. The renewal is valid for a 10-year period. As part of the renewal process, members of the Georgia Charter Advisory Committee and Georgia Department of Education Charter Division conducted a site visit of district schools Dec. 20, 2012. “Like many Charter Systems approved in Georgia, much of the previous innovation and execution of waivers from state law at Marietta City Schools has been done at the system level. On Nov. 6, voters will decide if the state of Georgia can create charter schools, or will those decisions remain at the local levels.
In less than two weeks, voters will decide if Georgia can create a state commission authorizing charter schools. The issue has stirred controversy all across metro Atlanta. Some Democratic leaders are calling the ballot biased and misleading. Others, however, are reaching across political aisles to support the amendment. On Saturday, Oct. 27, two state lawmakers - one Republican, the other a Democrat -headlined a rally in support of the amendment. Voters will head to the polls in November and decide if the state can override local school boards and create charter schools.
If voters pass a proposed constitutional amendment that would allow the state to override local school boards on charter decisions, schools with rejected bids like Smyrna Academy of Excellence could still become a reality. The bid for the proposed Smyrna charter school was rejected in June by the Cobb Board of Education with a 4-3 vote. Ever since a May 16, 2011 Supreme Court of Georgia ruling dissolved the commission that approved 16 state-commissioned charter schools, proponents of school choice–like Rep. Alisha Thomas Morgan (D-Austell)– have worked to reverse the 4-3 ruling that left a number of charters scrambling to find ways to open their doors in time for the start of the 2011-12 school year. Superintendent Michael Hinojosa is recommending denial of a start-up school in Smyrna, despite strong community support for the plan.
The Cobb Board of Education is expected to vote Thursday on a petition to create a charter school in Smyrna. Many parents and residents there want it, and since last week's board work session have provided school officials with additional information about a possible location. But superintendent Michael Hinojosa continues to recommend against granting the charter status for financial, facilities and academic reasons. South Cobb's David Morgan will offer two ideas Wednesday to help other charter schools avoid Imagine Mableton's fate.
David Morgan wants to prevent a repeat of the fall of Imagine International Academy of Mableton. The Cobb County Board of Education member for South Cobb’s Post 3 will bring two ideas targeting that goal to his colleagues during the board’s monthly work session Wednesday morning at 8:30 in the Central Office boardroom: “Starting with the annual report, we will do ourselves a lot of good if we’re hearing from charter schools each year so that four years won’t have passed and so it won’t be out of sight, out of mind,” Morgan said. The Cobb County Board of Education is likely to discuss its upcoming votes on four charter schools during Wednesday's work session.
Cobb County Board of Education member David Banks of Northeast and East Cobb’s Post 5 wants to know how efficiently the school district is using technology. Banks plans to bring up the topic during Wednesday’s 8:30 a.m. board work session at the Central Office’s boardroom. “It’s about how effective are we in using our technology in the learning process,” he told Patch. “We spend tens of millions of dollars on technology, so how effective have we used it? I’m going to ask the administration to develop the questionnaire on the ways that they can measure. It’s not to point fingers, but it’s just to find out where are we.
