After two grueling work sessions, the Cobb Board of Education has scheduled another one for Monday as it faces a deadline for tentative approval of the fiscal year 2014 budget. A special meeting has been called for 1 p.m. Monday as the school board continues to work to close a projected deficit of $86.4 million. Monday's work session will take place in the board room of the Cobb County School District headquarters at 514 Glover Street, Marietta. The meeting also will be live-streamed on the CCSD website. The board is expected to vote for tentative approval, which it is required by law to do in order to advertise a public hearing on the budget. The 6-1 vote keeps the school district moving toward final budget approval May 17, but no Board of Education members seem happy with the plan to close a $62.5 million deficit.
The Cobb County Board of Education voted 6-1 Thursday night to give preliminary approval to an $851 million budget for the fiscal year beginning July 1. But school board members made it clear that their action was procedural and they are not prepared to give the current plan final approval May 17 without seeing other options. The preliminary budget closes a projected $62.5 million deficit by increasing class size, reducing the number of teachers by 350, furloughing employees for five days, cutting the school year to 175 days, making media center paraprofessionals part-timers, delaying step raises by half a year and spending $21 million of reserve funds, among other actions. The large savings that once were common for Cobb County School District construction projects are no longer there, causing SPLOST Chief Administrative Officer Doug Shepard to modify the use of the plan for accelerated SPLOST construction projects. The Cobb County Board of Education will listen to the administration’s proposal during its monthly work session at 8:30 a.m. today in the Central Office boardroom at 514 Glover St. “We’re not seeing the savings in the current construction market that we’ve observed in the past,” Shepard told Patch. Developing four years of budget projections in October is “cruel and unusual punishment of your CFO,” Cobb County School District Chief Financial Officer Mike Addison joked at Wednesday’s Board of Education work session. Despite lacking state and local revenue information, Addison offered an initial prediction for fiscal 2013 of a $72.2 million shortfall in an $890 million budget. That prediction includes the transfer of $20.4 million from the SPLOST II contingency fund. Addison said a $34 million reduction in reserve revenues from fiscal 2011, which ended June 30, caused the largest hole in the budget forecast.
